Human Resource Director (HR Director)
Sisters Together And Reaching (STAR) seeks an ambitious Human Resource Director (HR Director) reporting to the Senior Director of Care Coordination and CEO. You will be responsible for the smooth and profitable operation of our company’s human resources department. If you are well organized, task-oriented and apt for upholding our high HR strategies and procedures standards, but also enthusiastic about improving them with your creative new ideas, you are the person we are looking for.
Responsibilities
- Create and deliver briefings to executives
- Oversee an organization’s recruitment, interview, selection, and hiring processes
- Plan employee benefit, payroll, health and safety programs
- Initiate and supervise the implementation and advancement of human resource processes
- Follow and ensure adherence to relevant internal and legal procedures
- Oversee and check the update of employee records
- Respond to all inquiries by Unions and Lawyers in professional and timely manner
- Effectively structure benefits programs to attract and retain top talent
- Initiate, oversee and coordinate updating human resource software systems
- Suggest appropriate innovative measures for improving performance evaluations and employee engagement
Requirements
- Advanced degree in Human Resources, Business Administration, or similar relevant field
- Previous experience working as an HR Director for 7 year(s)
- In-depth knowledge of Human Resource operations and legal regulations
- Hands-on experience in all aspects of HR management
- Impeccable communication, interpersonal and leadership skills
- Strong analytical and project management skills
- Supervisory experience
- Senior Professional in Human Resources Certification (SPHR) will be an advantage

Innovation Program Director
Sisters Together And Reaching (STAR) seeks an Innovation Program Director reporting to the Senior Director of Care Coordination, and is part of the core team responsible for the growth of the Innovation Hub.
This role provides a unique opportunity to see the entire STAR Innovation Portfolio and help execute on highly visible and strategically impactful initiatives across the organization. The ideal candidate is solutions driven and possesses the ability to lead functional, operational and relationship problem-solving discussions with both nonprofit and for-profit partners. We are looking for a strategic, creative, data-oriented, and solutions-focused leader to help drive STAR’s mission.
Key Responsibilities Leadership
- Monitor macro industry trends, perform market research and conduct ROI analyses routinely to ensure learnings are captured with a focus on continuous improvement.
- Develop and implement strategies that will maximize the synergies among program areas. Team Management and Development
- Help grow and develop the team, setting a high bar for delivery of exceptional results and helping with prioritization and escalations as needed: management must be a passion.
- Establish and maintain relationships with “centers of influence” in order to engage with the local and national entrepreneur ecosystem and small business development community. Program Operational Management
- Using a data driven and programmatic approach, establish and manage KPIs to measure program success.
- Launch, design, and scale programs and initiatives that lead to new partnerships and proof of concepts.
- Direct and contribute to cohort projects by helping to define pain points and opportunities, solve problems and design solutions.
- Manage the impact evaluation process for each program.
Qualifications
- Bachelor’s Degree required; Master’s Degree preferred and a Project Management Certification a plus
- At least 4+ years professional experience in strategy, project management or similar client /customer facing roles
- Very strong interpersonal skills and the ability to build relationships with stakeholders, team members and peers
- Demonstrated success developing and evaluating program models, and selecting and successfully operationalizing innovative programs
- Ideal candidate will have some experience with non-profits, community and economic development or financial services (especially community lenders and business service providers, with an understanding of small business financing)
- Strong project management skills managing complex, multifaceted projects resulting in measurable successes and program growth • Self-starter with collaborative work style and commitment to getting the job done
- Aptitude in creative problem-solving, and technical/engineering solutions; knowledge of continuous improvement, and data driven approaches
- Comfortable working remotely utilizing tools and applications that enhance connectivity and collaboration for learning and sharing with team members.

Data Analyst
Sisters Together And Reaching (STAR) seeks a Data Analyst reporting to the Senior Director of Care Coordination. We are looking for a passionate certified Data Analyst. The successful candidate will turn data into information, information into insight and insight into business decisions. This role provides a unique opportunity to see the entire STAR.
Essential Responsibilities and Duties:
Data analyst responsibilities include conducting full lifecycle analysis to include requirements, activities and design. Data analysts will develop analysis and reporting capabilities. They will also monitor performance and quality control plans to identify improvements.
Responsibilities
- Interpret data, analyze results using statistical techniques and provide ongoing reports
- Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
- Acquire data from primary or secondary data sources and maintain databases/data systems
- Identify, analyze, and interpret trends or patterns in complex data sets
- Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems
- Work with management to prioritize business and information needs
- Locate and define new process improvement opportunities
Requirements
- Proven working experience as a Data Analyst or Business Data Analyst
- Technical expertise regarding data models, database design development, data mining and segmentation techniques
- Strong knowledge of and experience with reporting packages (Apricot, CareWare etc), databases (SQL etc), programming (XML, Javascript, or ETL frameworks)
- Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc)
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
- Adept at queries, report writing and presenting findings
- BS in Mathematics, Economics, Computer Science, Information Management or Statistics

Mobile Unit Operator
Sisters Together And Reaching (STAR) seeks a Mobile Unit Operator reporting to the Senior Director of Care Coordination. This role provides a unique opportunity to operate and maintain the mobile unit and support outreach activities for STAR.
Essential Responsibilities and Duties:
This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.
- Prepare and operate the mobile unit including but not limited to: deployment/retraction of leveling system, power on/off generator, assemble/disassemble stairs, open and close slide outs, power on/off air conditioning units, power on/off solar power system and accessories, open and close awnings.
- Drive mobile unit to designated locations.
- Refuel vehicle as needed
- Inspect water tank levels and dump tanks as needed
- Maintain security of property and clinic outreach sites
- Assist at outreach clinics; prepare related paperwork; distribute informative health pamphlets and brochures
- Clean and restock work areas.
- Perform related duties and responsibilities as required
Qualifications:
Knowledge of:
- Operational characteristics of mechanical equipment and tools used in the area of work assigned
- Operation of computers and other office machines
- Practices of sound business communication including correct English usage, spelling, grammar and punctuation
Ability to:
- Operate mobile unit
- Maintain confidentiality
- Operate a computer and standard business software
- Reach sound decisions in accordance with District policies and procedures
- Understand and follow oral and written instructions
- Communicate clearly and concisely; both orally and in writing
- Demonstrate sensitivity to and understanding of diverse socioeconomic, cultural, ethnic, and health issues.
- Establish and maintain cooperative working relationships with those contacted in the course of work
Training and Experiencve Guidelines
- Training:
- Graduation from high school or GED equivalent\
- Experience:
- Prior experience in a mobile unit or outreach clinical setting is preferred but not required
- CDL required
Working Conditions:
- Must perform STAR services with individuals having a variety of disease conditions
- Lifting patients and equipment
- License/Certification
- Possession and maintain a valid Maryland Driver’s License and the ability to maintain insurability under the Maryland’s vehicle insurance program
Conditions:
The employee works in a variety of working environments including urban and rural communities. The employee may perform STAR services with individuals having disease conditions.
